The phrases "many people continue to so" rules out uncommon and difficult as choices for the first blank. We are left with illegal, which is buttressed by the word "pirating", and the phrases "unapproved sources" , not to mention "such acts amount to theft".
Explanation
The fact that many people continue to pirate illegal software, almost as if they were unaware that such acts amount to theft, suggests that these people were shameless or held the law in disdain. They were not embarrassed by what they were doing. Only unabashedly conveys that sense. We can rule out sensibly, because the clues hint at a negative behaviour and also there is nothing to suggest their behaviour was savage. Being un-embarrassed or shameless is not the same as being savage. So we rule them out.
