Let's understand the context here, the statement says that the entrepreneur has no savings left, which means that he/she is broke now and has no other options but to live a minimalist lifestyle.
Out of the options, C is the perfect option.
You can also eliminate if you do not know the meanings of the words.
Former - it says that the he/she earlier was an entrepreneur which changes the meaning. Eliminated

Now for choice A: former, there is no evidence that he is not entrepreneur anymore. The only evidence is that he lives in squalor(poverty).
B: unlikely: also don't have the support from the sentence
C: insolvent: Bankrupt yes this might be
D: perturbed: disturbed but there is no sentence saying that he is disturbed from it
E: eccentric: genius, peculiar definitely not the right choice
