Assuming recycled newspapers were 1 million ton in 1988, the increase in 1989 over 1988 is \(\frac{1.79-1}{1}*100 = 79%\). Then, the increase in 1990 over 1989 is \(\frac{2.58-1.79}{1.79}*100 = 44%\).
Then, 79>44 and quantity A is larger!
