you are missing context here sentence is trying to say
initially X had little impact BUT Y thing changed it

"subsequent " is the main clue here.

If law had little impact then some subsequent happened, then the law enacted firstly. Hence initially fits. Justifiably is out because there is no context related to justice. Unbelievably is also out of context because later part of the sentence does not have any transition words.

For 2nd blank, Moot and at bay are negative choice. The statement after comma added further to the first statement. Given teeth means to make a bridge or helped somehow.

Hence, C and E.
