The blank should be equivalent to something that the city council voted down. The correct answer would be took exception to and objected to. It cannot be discarded as it is too strong, the council took a collective stand against but it did not get rid of the bill already.

If what the council did was surprising, shouldn't we consider that council acted not how they would normally do?

The way he acted was surprising to a few NOT the council was surprising on its own or per se.

I.E the council,the way he acted was NOT surprising to the most
