imprudent means not showing care for the consequence of ones action

We talk about of risk of investment. So, we do need a valuation from a prudent or imprudent standing point. I.E the investment is risky or NOT if it is massive from the AMOUNT (total money) standing point.

Not all the time or 100% of time .

According to the official SE question, which are those count and nothing else, USUALLY in SE question you do have two pairs of choices that are synonyms and two other words out of scope, for a grand total of 6 answer choices.

However, this does not happen ALL the time . Moreover, the ETS GRE instructions tell us that the two words to fit in the blank must be ALIKE in meaning.

I.E they must give the same meaning to the sentence as a whole. There are cases in which you do have tow words which are NOt synonyms that give to the sentence the same meaning. The vast majority are synonyms BUT not all the time.

Excessive and imprudent are correct, even though massive is tempting. The reason massive is not correct is that opponents aren't really arguing that the costs are massive, just that they're high in comparison to the benefits. Costs can STILL be massive, but if the savings realized are greater, then they're no longer excessive and imprudent. I think here we're looking for a word that compares the costs to the savings (excessive and imprudent), not one that only describes the costs on their own (massive).
