The meaning of one of the answer choices does not help that much the community.

The but after the first blank indicates that the two parts of the sentence convey contradictory ideas.

If wealthy Bostonians developed a taste for the crustacean, then it has earned a reputation as a luxury food item.

Therefore, for most North American history (before the mid-1800s), eating a lobster was considered a sign of penury. It was eaten mostly by poor people.
