Single digit numbers with four factors are 6 and 8 as 2, 3, 5, 7 are primes 4 and 9 have only three factors each

Now we know that b has 4 factors and b = a + 9

Lets see which of 6 and 8 satisfies the above condition

b = 6 + 9 = 15

15 has 1 3, 5, 15 as its factors and satisfies this condition.

b = 8 + 9 = 17

17 is prime and has 1, 17 as its factors, and does not satisfy this condition.

Therefore, the correct answer is 6.
