\(x=\frac{0.11}{0.07}y\)

\(x \approx 1.57 of y\)

Therefore

Read the signs again. Both x and 7 are greater than 0.

We can convert the words in the following way to math notations.
"of" \(\rightarrow \cdot\) (multiplication)
"percent" \(\rightarrow \frac{1}{100}\)
"is equal to" or "is" \(\rightarrow =\)

Then we have the expression \(7(\frac{1}{100})\cdot x = 11(\frac{1}{100})\cdot y\), which is equivalent to \(7x = 11y\) by multiplying both sides by \(100\).
Then we have \(x = \frac{11}{7} \cdot y > y\) or \(x > y\) since \(x\) and \(y\) are positive numbers and we have \(\frac{11}{7} > 1\).

Therefore, A is the right answer.
