Whatever ages we decide to use, with the only restriction of being both greater than 8 (otherwise B would be negative and age cannot be negative), we get quantity B is greater.
For example, if the ages were 10 and 16 (2*5 and 2*8), quantity A would be 2/8 and quantity B 4/10, thus B is greater.

we can compare a/b and (a-1)/(b-1) to see the logic behind this type of question.
assume a and b >1:
a/b ? a-1/b-1 =a(b-1)?b(a-1)=ab-a?ba-b=-a?-b
When a is smaller than b: -a>-b the one close to original number is larger.
When a is smaller than b: -a<-b the one further from the original number is larger.
