Solution:

We know that rate x time = distance, so time = distance/rate. We must determine how many minutes it will take to drive 32 miles while driving at a rate of 48 miles per hour.

Time = 32/48 hours

Time = 2/3 hours

Now we can convert 2/3 hours to minutes.

2/3 x 60 = 40 minutes.

Answer: C

With problems like these I most often use dimensional analysis (that's what my chemistry teacher called it). Attached is the general process.
