I do do not have the OE but the reasoning is perfect

We could also see the same result by simply translate word into math

what % of the new mixture, which is 5, is 0.5 % (the oil which is constant before and after)

\(\frac{x}{100} \times 5 = 0.5\)

x= 10%

Isn't this the other way round? What % of the new 5 pound mixture, is 4.5 (water)? The computed answer equalling to 90%.

You are right. Thanks for pointing it out.

The oil will be 10% and the water will be 90%.

Updated the stem.
