Here is my take. I might be wrong. I am getting result over the expected one.
We combine all Future Plans for 2004 from first chart (Find Part-Time Employment + Find Full-Time Employment + Unsure + Transfer to Four Year Program)
==> ( 2 + 2 + 3 + 5) = 12.
Notice in the second chart, they have mentioned total number of student enrolled were 1780.
So by unitary method
Total 12 bar levels is 1780. So 1 bar level is 1780/12 = 148.33
Now we combine all the Future Plans from 2000, which is:
==>( 4.2 + 2.4 + 3.4 + 4.5 ) = 14.5 ( Looks overestimated to me according to the results)
Using unitary method 14.5 * 148.33 = 2150 ( Approx)
Now comparing the enrollment in 2000 with 2004
2150 <----> 1780
In year 2000 around 370 more students took admission.
So, the estimated answer would be B. The enrollment declined by about 300 students.
I hope it could help and maybe we can deduce a solution for this problem.
