Given:
Quantity A: \(10^{-4} \times 10^3\)

Apply the Product Law to simplify Quantity A
Quantity A: \(10^{-1}\)
Quantity B: \(10^{-12}\)
Apply the above property to rewrite both quantities:
Quantity A: \(\frac{1}{10^1}\)
Quantity B: \(\frac{1}{10^{12}}\)
Simplify:
Quantity A: \(\frac{1}{10}\)
Quantity B: \(\frac{1}{1,000,000,000,000}\)
Answer: A
