we calculate the minimum and maximum of a/b
min : 4/8 = 1/2 with is less than 0.6
max : 4/6 = 2/3 with is more than 0.6
also, we have:
6<b<8
1/8 < 1/b < 1/6
a/8 < a/b < a/6
4/8 < a/b < 4/6
1/2 < a/b < 2/3
so the range of a/b is less than 0.6 from 1/2 to 0.6 and is more than 0.6 from 0.6 to 2/3 and thus D is correct.
