Assuming the total number of people who work outside be 100 (this is just to make it easier)
25% workers who Work Outside wear red = 25% of 100 is 25
25% of the worker who WEAR RED SHIRT work outside= the number of people wearing red shirt outside
= 25 (25% of people wearing red)
total red shirt wearing people =100
Hence
people who wear red = People who work outside
ANS C

If you have two groups working outside and wearing red shirts, the common part, or overlap, out of two is 25%.
So 25% of red shirts =25% of working outside..
Only possible when 100% of red shirts =100% of working outside..
Thus both are equal
