It says age 35-44 is three times as high as it is among full-time employed people ages 55-64. I automatically assumed that if 900 are volunteering for 35-44 age group then 300 are volunteering for 55-64 age group. SO when 65 gets added, percent increase is (65/300)*100=21%. I chose A, because 19% was the closest. I now know it is not right but I still don't understand how and why? can you explain why did you do this step:
900/0.189a=3∗(n/0.044a).

It is the rate of percent which is 3 times not the actual number. We have the figure of volunteers for 35-44 age group which is 900. But to find the number of volunteers for 55-64 age group we have to form a equation based on % hence for this reason the aforementioned step was done.

I do understand the calculation steps when considering the rate of percent . But how are we supposed to figure that out when nowhere in the question it is mentioned as rate of percent , but simply that the rate of volunteering is 3 times. I need to know how did you figure out that it was talking about percentage and not absolute value.
