The impact on the vegetation is an effect or by-product.

Hi thank you for your response.

Impact on vegetation is a by-product. Wouldn't it exactly translate into what option B says? i.e. effect on vegetation is not primary reason upon which evaluate the impact of a dam

The question says

B) It is not primarily determined by the effects of dam building on vegetation.

At the very most the cost of a dam depends on vegetation destruction.

Honestly, the option is clearly wrong but the passage is NOT so clear in what we could or not infer.

Even A is not so cristal clear

Calculating hydroelectric plants' environmental impact is not simple. Dam building requires steel and cement, the manufacture of which entails greenhouse gas emissions. Estimates for these emissions are relatively straightforward to make and show that the consequences are small compared to the benefits of generating greenhouse gas-free hydroelectric power. But more difficult-to-estimate greenhouse gas contributions occur during the plants operation.

Clearly, as you can see, it starts another major problem

C is the answer
