D is perfectly correct sir.

It means, in the parallelism showed by the question,

implementation of such a policy would be akin to trying to (ii)__________a bone from the jaws of a starving dog.


Prize ( something valuable, such as an amount of money) in the sentence above means exchange or trading something when the other part (in this case the dog with the bone in mouth) DOES NOT want to cede
