By giving the examples of two journals Thought and Ergo , the author reached to the conclusion that : Ergo 's committee is more effective, therefore, than Thought 's at finding misattributed quotations.

So with this, the author must assume that both the journals have misattributed quotation but Ergo 's committee is more vigilant and remove those before being published.

Choice B just say that : There are at least some misattributed quotations in articles submitted to Ergo for publication.

Answer B

Please ask for any doubts.

Sorry why not D

(D) the number of misattributed quotations in a journal is an accurate measure of how carefully that journal is edited

In the passage, there is no mention of editing but of the effectiveness of finding misattributed quotations. So it is wrong.
