There is a typo in the stem, diagonal PR not PE.

OPQR is a rectangle with diagonals OQ and PR.
the length of diagonal OQ is equal to radius of circle i.e. r.
since the diagonals of rectangles are equal in length , thus
PR=OQ=r.
