Ideally, the rules of order of the town meeting would have helped to rein in the (i)__________discussions that deviated from the established meeting agenda. Having been cobbled together over many years and several changes in leadership, the rules, instead of providing (ii)__________governing principles and keeping the meeting on point, actually contained some contradictory information, thus (iii)__________the expected method of discourse at meetings.
From the keywords above the rules deviated from (tangential) the normal course. After several changes over the years, instead to have a cohesive framework, the meeting was obfuscating by weird methods and mismatched information.
