Easy: 1,000,000*(1-0.094) = 906,000. Answer B.

I do not know for "cumulative" you mean

However this is a simple and straight % change: specifically a decrease

This is the decrease we are looking for

From 100 you subtract 9.4 =90.6

1000000*90.6=90,600,000

B is the correct answer adjusted

There is no information to suggest that each year's percent change is compared to 1994. Therefore, the correct answer will be 1,000,000(1 - 0.043)(1 - 0.094) = 867,042.
