I have edited the question.

Look at how should look like. This way it is also useful for the other students. It is not only a question of aesthetic for the board but also for the efficienty of the same.

Now, looking at the bar chat in Year X the states are classified from the lowest bar to the highest, which also reflect the population, are

1) Vermont
2) N. Hampshire
3) Rhode Island
4) Maine
5) Connecticut
6) Massachusetts

In Year Y

We do have

1) Vermont
2) Maine
3) New Hamp
4) Rodhe Island

5) Connecticut
6) Massachusetts

As you can see only the red state in Year Y had a shift in the chart

The others do not.

therefore, we do have only 3 states. The answer is D

Hello, I do not understand why? What does it mean rank here? I think all states have different number of population in comparison years X and Y

The explanation you gave is not making any sense. When you say a shift in the chart, are you referring to the higher or lower than year X? Logically speaking, this isn't making any sense to me.
