I feel like this problem has a low question quality index. When the question asks how many "Industry" groups have greater than one million employees, one thinks that must only mean numbers > million in the "Industry" section of the data chart -- not also in the "Government" chart.

The chart is divided essentially into state government (federal) and local government (states)

They are two different groups
