No of votes for candidate B = 5k
No. of votes for candidate A = 3k
5k - 3k = 2200
k = 1100
9k = 9900
I think this is how one can approach.

B) 9900
C) 11000 NO (not a multiple of 9)
D) 18700 NO (not a multiple of 9)

The only possible answer is B
