X is what percentage of Y is the formula = X/Y*100
we say X=Ohio unemployment is 307000
Y=6.5 m is 6500000
(307000/6500000)*100 = 0.047*100 = 4.7%
we say X=Ohio unemployment is 307000
Y=6.5 m is 6500000
