The answer is C.
2003 --> 0
2004 --> (5/22.5) * 100 = 22.22%
2005 --> (10 - 5)/35 * 100 = (5/35) * 100 = 14.29%
2006 --> (15 - 5)/42 * 100 = (10/42) * 100 = 23.81%
2007 --> (22 - 10)/55 * 100 = (12/55) * 100 = 21.82%
2008 --> (27 - 13)/72 * 100 = (14/72) * 100 = 19.44%
2003 --> 0

The original phrasing of the question and the way you have worded it convey the same meaning. It essentially boils down to the year in which the percentage of subscribers (out of 100%) was the highest for Asians.
