From the argument, it can be noted that: i) nurshing homes range from 3 to 5 stories i.e. the nurshing home buildings are either 3 or 4 or 5 stories. ii) in the nurshing home buildings, if the nurshing home is above the first floor, then the nurshing home has fire escaps.
so from i and ii, it can be conclude that the the second floor nurshing homes has fire escapes.
