There's nothing to suggest that these Women failed to achieve any goal, so the only reasonable inference is that their intentions aligned with what actually ended up happening. So, let's find what actually resulted from the protest, and look for a choice that accurately characterizes those results.

The result of the 1917 Women's protest against high food prices was...
The boycott shut down much of the City’s foodstuffs marketing for two weeks, riveting public attention on the issue of food prices

So we have 2 possible answers:
• They made a tangible, though short-term (2 weeks), impact on the economy.
• They brought greater awareness/attention to an economic issue (namely, the issue of soaring food prices).

Let's look for a match:

Quote:
(A) achievement of an immediate economic outcome


Here's our winner.


Quote:
(B) development of a more socialistic society


The outcome was limited to 2 weeks of economic impact and a brighter spotlight on exactly ONE issue. Nothing transformative on a society-wide scale is happening here.

No. The protest was laser-focused on a single issue (cost of living), and there is nothing here to suggest that its scope was once wider.

¶1: Women's protest = completely focused on the COL issue; achieved concrete short-term results.
¶2: Socialists' involvement in COL issue = insincere (they didn't actually care about COL) opportunism.
¶3: Underscores the sharp contrast between the two approaches.

The passage has a clear focus: namely, the contrast between the Women's and socialists' approaches to the COL issue. Let's find the answer choice that says this.

(A) To contrast the views held by the Socialist party and the boycotting women in the cost-of-living issue.


Boom. This is it.

The other answer choices are unsupported and, frankly, pretty random. If anyone reading this post has specific questions about any of choices B/C/D/E, please feel free to reply to this post with those specific queries.

The necessary material for this question takes up the bulk of ¶2. A more detailed rundown of that material appears in my post about Question 1 from this set (above), but here are the basics:
• The socialists did not actually care about the COL issue.
• They opportunistically jumped on the issue in order to capture the momentum of the earlier Women's protest.
• They almost immediately transformed the COL activism into an altogether new effort on different issues.

The choices:

(A) It was primarily a way to interest women in joining the Socialist Party.


Unsupported. The socialists were basically just parasites on the successful Women's protest, sucking off the energy/momentum that that protest generated. There is nothing to suggest that they had the slightest interest in promoting any issue of actual importance to Women, much less enlisting more Women into their own organization.

(B) It was an expedient that was useful only insofar as it furthered other goals.


Yup. Third bullet point above.

Wrong for exactly the same reason as Question 1, choice D. Please see that part of my Question 1 post.

Wrong-way answer. Obviously, no long-term commitment was "required"; the socialists jumped on the issue ephemerally—faking interest only for a tiny duration—and then moved on to other things.
