This means that all other counties make up 100% - 53%, or 47% of the total population. It is tempting to answer that the difference is 53% - 47%, or 6%, but that would be incorrect. This is because 6 % is the difference relative to the total population of the state. The problem asks us to express the answer relative to the combined population of all other countries. In numbers, this question asks “53 is what percent greater than 47?” The correct calculation is therefore:
\(\frac{53-47}{47} \approx 13\) %

Let the total population be 100
Then population of County A = 31 and County B = 22.
The combined population of County A and County B = 31 + 22 = 53
The combined population of all other counties = 100-53 = 47
Now the question asks - the combined population of the two most populous counties in State X is what percent greater than the combined population of all other counties?
In absolute numbers, the combined population of the two most populous counties in State X is 6 greater than the combined population of all other counties.
In terms of percent, how much is it greater? If 53 is 6 greater than 47, then in terms of percentage it would be the fraction 6/47 multiplied by 100. The answer will be greater than 12 so the nearest answer in the choices is C or 13.
