The two most populous counties in State X are A and B, which together account for 31% -1- 22%, or 53% of the total population. This means that all other counties make up 100% - 53%, or 47% of the total population. It is tempting to answer that the difference is 53% - 47%, or 6%, but that would be incorrect. This is because 6 % is the difference relative to the total population of the state. The problem asks us to express the answer relative to the combined population of all other countries.
