here the question is talking about people who are already criminals , so issue is about reducing rates of recidivism(the tendency of a convicted criminal to reoffend ) not about reducing violence.
malfeasance (wrong doing ,especially by a public official ) makes no sense here.
by meeting the victims ,the criminals will understand that their actions have ramifications(a complex/unwelcome consequence of an action or event ).

Recidivism, ramifications. The people in question are already criminals, so the issue isn't one of bringing down crime or violence in general, but of repeat offenses, that is, recidivism. What meeting victims must convince the criminals of is that their actions have consequences—or ramifications.
