Percentile divides the set into numbers from 0 to 100.
Example a 90 percentile will represent 90% of the values. 90 Percentile also means that 90% of the values are < this particular value which is at the 90th percentile. This also means that 10% of the values are >= this particular value.
So, 1 Percentile will represent 1% of the value
[Just for Calculation: In this case 1 percentile will represent 1% of 10 Million numbers, which is 1 Million number]
So, answer will be E
