How I solved it:
3.6% of \(\frac{5x}{12}\)
\(\frac{36}{1000}\) * \(\frac{5x}{12}\)
Cancel everything out and you'll find \(\frac{3x}{200}\)
You can also write it as \(\frac{x}{100}\) of \(\frac{3}{2}\)
