The formula for total amount for Principal amount P, compounding once every time period t at rate r % is:
Total amount = P*(1+r/100)^t
Substituting values,
1210<1000*(1+r/100)^2
1.21<(1+r/100)^2
1.1<(1+r/100) or -1.1>(1+r/100) (Inequalities for square roots)
.1<r/100 or -2.1>r/100 (disregarding this inequality as rate of interest can't be negative)
10<r
so, r>10%, hence option A
