There are many different scenarios that meet the given conditions.
Let's test some of these scenarios.
Given: Five years ago, in a zoo, the ratio of the number of cheetahs to the number of pandas was 1 : 3. The ratio is now 1 : 2
SCENARIO #1
5 years ago: 10 cheetahs and 30 pandas (C : P = 1 : 3)
Now: 15 cheetahs and 30 pandas (C : P = 1 : 2)
In this scenario, we get:
QUANTITY A: 5
QUANTITY B: 0
Quantity A is greater.
SCENARIO #2
5 years ago: 1 cheetah and 3 pandas (C : P = 1 : 3)
Now: 4 cheetahs and 8 pandas (C : P = 1 : 2)
In this scenario, we get:
QUANTITY A: 3
QUANTITY B: 5
Quantity B is greater.
Answer: D

From the way I see it... the ratio of Cheetahs remained flat, hence didn't increase.. and the ratio of pandas decreased in the second year, so D was the appropriate answer.. Does this work?
