The answer is B.
Area is always maximum, and perimeter is always minimum, for symmetrical figures. Therefore, the area of the rhombus will be maximum (5^2 = 25) when all angles measure 90°, i.e. when it is a square. But as we know from the question, our rhombus is not a square, which implies that the height will be less than 5. Therefore, the area will be less than 25.
