I agree with everything you've said. Here's what the test-makers write:
If this were an official GRE question, there would be some language that would restrict the factors (divisors) to POSITIVE values only.

Unfortunately, there are several reputable test prep companies that don't add any kind of restriction (even though that restriction is implied in the official answer)
This has been a pet peeve of mine for quite a while.
Rest assured, the GRE will always have some text that restricts the factors (divisors) to POSITIVE values only.

The factors of 10 are 1 & 10, and 2 & 5. Since there are four factors, Quantity A is 4.
The prime factors of 210 are 2, 3, 5, and 7:

Because 210 has four prime factors, Quantity B is also 4. The two quantities are equal.
