We know the percentage value must round to 8%, or 0.08. Hence, we know that the range of possible values for our actual % value must be between (roughly) 0.075 (rounds to 0.08) and 0.084 (rounds to 0.08). Any value lower than the first or higher than the second in the thousandths place would not round to 0.08 (8%).

Proceeding from there, we can see that 0.075 * 4400 = 330 and 0.084 * 4400 = 369.6. Hence, values between those two will work.

Thus, our answer choices are B and C.

Can someone please give me clarity on all the possible rounding off cases and conventions I need to know for the GRE?

I'm slightly confused in this aspect.
