Not true. Just play around with the fraction to have the consistent approximation

\(\frac{13}{29} \approx \frac{13}{30 }\)

Just divide \(\frac{13}{3}\) and you get 4

The only answer choice with 4 as the tenth place is C

All in just 3 seconds
