Let original price be P.
its increased by 20%, so price becomes P*(1 + 20/100)
its decreased by x% again, so price becomes P*(1 + 20/100)*(1 - x/100)
this is equal to 28% less than the original price, which is P*(1 - 28/100)
So,
P*(1 + 20/100)*(1 - x/100) = P*(1 - 28/100)
=> 1 - x/100 = 0.72/1.2 = 0.6
=> x = 40
So, the answer is B.
