The distance between the center and the point (10,2) is 7.
The distance between the center and the point (3,8) is 6.
Since (10,2) is outside the circle, the radius must be less than 7.
Since (3,8) is inside the circle, the radius must be greater than 6.
That leaves 6.5 as the only possible option for the radius.
