When we are given two ranges to compute the entire range the answer is always D because the two separate ranges can be generated by many min/max combinations. For example a range of 22,000 can be 22,000-0 but also 55,000-33,000. The same holds for 15,000 which can be 15,000-0 but also 30,000-15,000. Thus, the entire range can vary: in the first case, it is 22,000-0 = 22,000 and answer would be C but in the second case the range would be 55,000-15,000 = 40,000 that is greater than 22,000 thus the answer would be A. We can conclude that the right answer is thus D!
