Only apparently this question is hard.
The first thing to do is to read carefully what the question is asking you
The stem tells us
An applicant who scores 80 percent or greater on the test has a probability of 0.65 of being hired.
80%=0.65 of probability
QA tell us
The probability that an applicant who scores less than 80 percent on the test will be hired
<80%=0.64 or less
Therefore we do not know exactly what is the % scored by the applicant. It could be 10% which < 0.35 or he/she could score 75% which will certainly be >0.35 but less than 0.65 of probability
The answer is D because there is no way to assess the exact probability
