The probability of two independent events S and U not occurring is the product of the probability of each event not occurring.
P(not S) = 1-0.4 = 0.6
P(not U) = 1-0.7 = 0.3
Probability of both events not occurring is the product of their individual probabilities not occurring. That is,
not[P(S) AND P(U)] = P(not S) x P(not U) = 0.6 x 0.3 = 0.18
The answer is B.
