Hooke's work was the basis for future theory, therefore, foundation is correct. Infrastructure is not accurate, as he did not build all the necessary components for future study. Hooke's theory was innovative in that it was new, but innovative does not include the notion that Hooke created a starting point for other scientists. Consequence suggests a cause and effect relationship. If one were to replace the blank with effect, the sentence would not make sense. Production refers to something that is created or produced. Hooke himself did not produce the cell theories that were to follow his discovery.
