it's hard to tell what's meant here, but I believe the question should be:

Since both numerators are equal, we need only compare the denominators.
Before we do that, let's make a few observations using nice values.
6/2 is greater than 6/3 (notice 6/2 has a smaller denominator than 6/3)
20/4 is greater than 20/10 (notice 20/4 has a smaller denominator than 20/10)
35/5 is greater than 35/7 (notice 35/5 has a smaller denominator than 35/7)

Since 1/2 is greater than 1/3, the fraction 250/(1/2) must be less than 250/(1/3)

Another approach is to simplify each quantity to get:
Quantity A: (3)250
Quantity B: (2)250

At this point, it's clear that quantity A is greater.
