A. potentate: A powerful ruler or monarch. This doesn't fit because a demagogue appeals to the masses, not other rulers.
B. justiciar: An official or judge in charge of enforcing the law. This is also not the target of a demagogue's appeals.
C. fraternity: A group of people sharing a common profession or interests. While this might be close, it doesn't specifically refer to the general public or masses.
D. prophylactic: This term refers to something designed to prevent disease, which is unrelated to the context.
E. canaille: This term refers to the common people, often used in a derogatory sense, meaning the masses or rabble. This fits perfectly with the idea of a demagogue appealing to the masses.
