P = 1, N = 3 => remainder when P + N is divided by 4 is 0 < 1
P = 1, N = 5 => remainder when P + N is divided by 4 is 2 > 1

Cases is probably quicker for this, but algebraically:
P = 4i + x
N = 4j + y
P + N = 4(i + j) + x + y
P + N / 4 = i + j + (x + y) / 4
Therefore, the remainder is x + y. x and y can be one of (1,2,3), because P & N are not divisible by 4. Thus, x + y could be 2 + 2, in which case r=0. x & y could be 1 + 1, in which case r=2.
