serious(austere) uncertainty associated with finding infestations in shipping containers in my sense ,

,serious fits better in the sense

can you explain it or strategy is to solve it ?

When you need to deal with question of "word in context" a great tip is to read up to two sentences before AND after the sentence which contains the word itself , to understand the whole picture

Now

current practice for inspecting cargo shipments of fruits and vegetables at United States ports is based on inspecting 2% of the items in a container for the presence of pests, with some allowances for the size,

The custom inspects the shipments to avoid some pests getting into the US (for example the giant wasp)

Although simple to apply, this inspection rule appears not to have any economic content.

From the economic standing point the check by sample is a waste of money for three reasons

That is, it does not consider the costs of inspections or the losses of failing to prevent an invasive species from entering the country, nor does it account for the severe uncertainty associated with finding infestations in shipping containers—which are often no better than guesswork—and the potential losses from introductions of poorly understood or surreptitiously introduced invasive species.

1) The costs of the inspections per see (equipment, salaries, men implied and so on)

2) the fact that this inspection could be fail nonetheless and the ramifications and costs of the implications of that failure are tremendous and we do not know exactly the quantification. Neither the scientists when a pest or unwanted insect enter in a strange eco system

3) ORRR we we permit to pass some sort of insect that we do not know and studied in full, yet, we do not know the exact magnitude of the pass-no-keeping in check

ALL the boave 1+2+3= we do NOT know the severe IMPACT or the hars consequences of all those reasons combined

NOW

Having in mind what we are looking for, that is, HUGE and impredicatble consequences

A. austere—I do not know if auster is the right choice because we need a similar word to severe, and auter means inflexible.
B. strict - out, because we need huge impact and here we have the contrary with stric
C. plain - flat. out
D. momentous - correct even IF I do not know the meaning
E. trivial - of poor value. out
